It is probably easier to retrieve the information from the Windows
event viewer application or from where it stores
its information (probably the registry somewhere).

What sort of crash?

It would be possible to write some bespoke code or scripting that watched
for a particular window appearing, sent and email and, perhaps,
acknowledged
the dialog and restarted the app.

I've done similar things in the past with problematic iButton software.
