Dont know of anything that will do a simple conversion.
Most encoder ICs now have digital inputs not analogue.
The analogue encoders tend only to have RGB inputs which then convert
RGB>Component>Svideo+Composite but there is no access to the
component stage
of the process.
The other problem I think you may encounter is that I assume you are using
Component as HD (possibly progrssive rather than interlaced) into your
display in which case the refresh rate will be totally different to the
rates required for a Composite signal.
The only way of performing that conversion would be with a digital
standards
converter which would be very expensive.
If it is component at SD then you could use a Component to RGB converter
then an RGB to Composite converter.
