I had a similar problem recently with a set of LED Christmas lights
(<5W) which were still illuminated (at partial brightness) when the
module was off.  I tried disabling local control (following the
instructions at http://www.automatestuff.com/) but
that didn't solve
the problem, so I switched to one of the new style X10^2 type modules
(available from http://www.letsautomate.com/ or http://www.automation-
at-home.com/) which works fine.

It may also be possible to use a more recent standard X10 appliance
module - see http://tinyurl.com/y6sfc6 for more
details.
