I've recently changed my LC downlighters to the new encased units - so the
bulb is not exposed in the cavity.

Mostly to protect the massive amount of T&E and CAT5 up there :-)

As others have said, it really does depend on the BCO, regardless of what
the regs say.  I've got upwards of 80 downlighters and 20-odd speakers (as
you know!) in my ceilings, though the BCO was happy enough that because
the
ceilings are 10mm Fermacell, and there's 50mm of foil-backed Rockwool
stuffed in there (for the UFH) that no hoods would be required.  He was
only
worried about the fire-resistance, not acoustic.
