I've done it this way...

First, shutting-down:

There's a command-line program called Shutdown.exe. I'm not entirely sure
if
it's installed with XP, but I have it on my machine.

Use Task Scheduler to run Shutdown at the required time.

Now, starting-up:

This requires one of two BIOS options to be supported. Many have a 'power
on
at specific time' option. In which case, it's a simple case of defining the
time at which you want the machine to restart.

The alternative is to look for a BIOS option that causes the machine to
turn
on when power is restored after a power failure. With this set, you can use
a timeswitch (use an electronic one with battery backup) to turn the PC
off,
then back on again a few minutes later.

As for running the required program, just put a shortcut to it in the
Startup group on the start menu.

The problem with trying to find a piece of software that does all this for
you is that, once the machine is in standby, there's nothing functioning to
run the rest of it.
