You could look at NESTA and their inventors handbook:

They make reference to the CIPA (Chartered Institute of Patent Agents) and
the availability of lists of members who offer free 45 min initial
consultations:

In the past a link was posted on here which pointed at an online patent
database search engine for the european patent office:
