My understanding is that if a camera overlooks others property, you have
to have their permission to place the camera in that position.

I believe that there is a BS regarding CCTV camera locations.

One of my engineers is qualified in CCTV installation, although that's
not our business. If no one chimes in by Monday, I'll sit him down and
shine bright lights in his eyes on Monday morning ;-)
