I think you may have to relocate the camera to avoid the lights shining
directly into the lens. I'd imagine it would be very difficult for the
camera to cope with small spots of intense light while the rest of the
surroundings are effectively black :-((

Most of the (commercially installed) cameras I've seen have been located
fairly high up, probably for field of view and vandalism/tamper issues,
but it does also mean that lights are less likely to shine directly into
the camera itself.
