Try between 169.254.0.0 and 169.254.0.16.  IIRC this is the range a Windows
XP PC gets assigned if you specify it to get its IP through DHCP but dont
actually have a DHCP server.  I know you said IP Camera, but it may use the
same method.  It's also worth doing a factory reset and look in the manual
to find out what the default IP is.
