Thanks for the compliment.. a bit of praise makes all the pain of the
journey worth while :)

Yes , you are correct the ceiling IS a permanent structure. The house
itself suffered some sever "settlement" at some point and the
back
right-hand corner of the house must have dropped by a good 4-5 inches or
so. The previous owner levelled the floors (badly - they squeaked and
creaked like geriatric mouse, see the rear bedroom pictures) by packing
out the joists but the ceilings still sloped badly. This was the major
reason for HAVING to build some form levelled ceiling structure.

The structure was built by building a stud frame around the perimeter ,
so that we had a level ceiling with a large hole in the middle. Batons
where then screwed along the old ceiling into the joists above, and
wooden struts where hung down from these, levelled off and a frame then
built onto them, which was then plaster boarded and skimmed,.

Have a look at the  picture of the consumer unit and you can make out
one of the supporting batons and see some of the wooden suspension
struts hanging from it.

Originally I was going to install 3 banks of 4 recessed spots in the
suspended ceiling slab, but having primed the walls white and installed
the strip lights there is actually adequate ambient lighting so I'm now
rethinking what to do, since 12 down lighters of 35watt each would mean
another 420 watts taking it to around 800-900watts of lighting in a
single room .. YIKES!.  I'm currently leaning towards installing 3 low
hung pendant lights in the centre over where the dining table will be,
maybe even rise and fall types so they can be moved out of the way for
parties etc. Kevin's request for information on  flush fitting LED
lights is certainly of interest :)

I can't help with your X10 question, but I was wondering how you
constructed and finished the drop part of the ceiling.

From the pics, and some of your text, you appear to have
constructed
the drop ceiling as permanently attached to the original ceiling
- is
that right? or can you take the middle bit down ?

What are you using for the surface of the drop ceiling,
plasterboard?
and is it skimmed (as appears to be the case in one photo), or
just
taped & filled?

Question is why
