I'm not expert in this field but I had a few problems of my own.

I understand that there is a ADSL line parameter called noise(SNR)
target which is stored on the exchange side and supplied to the
modem as a default. If modem doesn't have it's specific setting the
it'll just use wahtever is exchange telling it to use. This
parameter also influences the sync speed.

I have the old style unlimited 1Mb/s link with Zen. With default SNR
target I synced on around 1200kb/s with target specified manually I
can sync at 3800kb/s (even though my bandwith still 1Mb/s of course).

I suspect that exchange may be changing this SNR target and invoking
resync remotely somehow.

There is a program called DMT I posted here a while back which
displays quite a few interesting parameters of the modem and allows
tweaking (it's usually called modem options). It doesn't suport all
the modems/routers but it's worth a try.
