I guess your friend is lucky - I trim my wireless access point to
only accept certain MAC addresses and his neighbour could introduce
WEP or WPA encrytion which will stop him accessing the network.

Legality - unsure but your friends neighbours are silly to not
protect their own network.

I would prevent users from accessing his PC by turning on share
control using windows. This can be accessed by checking "Sharing and
Security" on the drive.

Apart from this being potentially illegal???, what steps should be
taken to protect his PC (I guess network browsing is fully allowed
unless he restricts access via a s/w firewall?).
