Probably, a Netiom is not standalone (it can't apply logic/timers to its
inputs /outputs to control its outputs). However a Viom is appropriately
capable and you could set a timer to run after each output change to
trigger the next output , inputs could trigger direction.  (would have
to double check this was possible). There are 8 timers 16 inputs, and 16
outputs.  The only issue here would be the ability to drive the LED's
based on current consumption, you may need to buy the add on relay
boards too which would solve this.   A Netiom could be used with a
software application running on a PC - or a xAP Netiom with HomeSeer and
a script.
