Upgrading Phone Line?

I've recently moved house and have unfortunately found myself going
from a 2mbit area to a 1mbit area (speed 1024K).

My ISP is Freedom 2 Surf and they are giving no clues as to when our
exchange (Chelmsford) (postcode CM1) will be upgraded to allow 2mbit
plus.

Does anyone know of any way to find out how I can find out when the
exchange will be upgraded - the Freedom 2 Surf webpage here isn't too
helpful:

or where I can encourage / petition BT to upgrade it??
