It depends a lot on what kind of traffic you intend to get. If you
expect thousands of visitors, and each visitor will download a few Mbs
of content, or if you expect 100s of visitors and they will only view
html pages your requirements are very different.

For a normal informational website, I would recommend hosting, and get
it as cheap and reliable as you can. If you find your requirements
change - ie more bandwidth, you can switch hosts with a minimum of
hassle.

I use www.web-mania.com for 2 personal sites, and their uptime,
reliability, and support has been perfect. =A320/year +VAT for 500Mb of
storage, and the sites are fast www.ccso.co.uk and
www.mccaughey.co.uk/gallery

I developed a website for a small business who needed SSL and some
other non-trivial requirements for them we pay about 15/mth to
www.efficienthosting.co.uk . Again their uptime, and support has been
second to none. They did lots for me for free that others charge for,
like set up the SSL cert, change to a static ip etc
