WEP can use 2 key strengths:

For 64 bit WEP key
Type 5 ASCII character or 10 Hexadecimal digits leading by "0x",
for
example "AB312" or "0x4142333132".

For 128 bit WEP key
Type 13 ASCII character or 26 Hexadecimal digits leading by "0x",
for example "0123456789abc" or
"0x30313233343536373839414243".

I use a 128 bit key, it looks like you are using a 64 bit key. When
i tried the 13 character ASCII key my PSP wouldn't get on the
network. I then tried the 26 Hexadecimal digits and that started
working.

It looks like you are already using the  Hexadecimal digits for your
key. My only guess is that the PSP doesn't like 64 bit keys.
