I know the wall gives way before the bolt as I fixed one in the attic and
then started to load it by pulling down on it (repeatedly).  At some point
the bolt started to move downwards as the wall crumbled locally beneath it.
Admittedly there was a fair weight on the bolt and there was only one bolt
and I was loading it cyclically.  Having said all this and the fact that
some of you have used way less bolts to fix some fairly hefty things, I am
convinced that 18 should be enough.

Thanks for the info on your cables, at least I know of two people who have
gone this route and so it gives me more confidence.

As long as you don't end up putting them too close together and
weakening the block that way.

What's the rating per bolt?

BTW I've run most of my Cat5, speaker, coax & alarm cable in the void
between ground floor ceiling and the upstairs floor, there are some
pics in the Photos area for the group on Yahoo :-)
