Presumably it cuts out when the mains supply fails to prevent
back-feeding parts of the distribution system that would otherwise be
assumed to be 'dead', for the safety of whoever may be working on the
system.

If you're playing that game, it would probably be more economical to
start with a low-voltage turbine and go from there...
