I may be missing something, but what are/were you going to run the KVM
over, if you have no Cat5?

If you can run two Cat5 cables, can use a usb-serial adaptor for the
touchscreen and your budget can run to about a ton,
There's this to extend the video:

And this to extend the USB interface (specs state 45m though):

Plus the usb-serial adaptor on top.
