Because it isn't off. The 'power' switch on the front is a 'soft'
switch that needs to have power maintained in order to work.

There's usually a proper mains switch on the PS itself if you really
want to switch off completely.

Having said that, a good PSU should be using very little power when
nominally off. I suspect you have either an old or a nasty PSU.
