It's a generic out-of-band management card, I bought it new of someone
in
the States via ebay for $150 a few years ago (I think someone sells boxes
of
10 for $699)

It installs as a video card and then has a USB connector to provide mouse
and keyboard support, will also do virtual CDROM and floppy drives
(although
I've never tried to use them) and has battery backup and a modem options
too

I generally connect to it via a browser, if I remember correctly is uses an
ActiveX control (that I suspect is based on VNC)

Cheapest 4 port IP KVM I found via Froogle was 600 quid! Other place to
look
might be opengear.com, they were working on a card that goes into a PC to
convert it into a IP KVM but I'm not sure what the price was like.
