I would of course suggest using a *cough* linux server *cough*, but knowing
how much you and the penguin get along, I'll suggest something slightly
different instead ;)

I'm pretty sure you have a windows server running 24/7, so why not install
VMWare and run a linux distro (any will do) in that?  In the Virtual
Machine
you can then use something dead simple to use and configure like dnsmasq,
which will act as a DNS, forwarding DNS and DHCP server.
