Most likely a circuit specifically for lamps. Round pin plugs would be
used to make certain someone didn't inadvertently plug the hoover in...
- which would probably trip the mcb....

A separate circuit for lamps like this is fairly common I believe. AIUI,
the outlets will be wired as part of the lighting ring rather than the
sockets ring, and thus can be switched by the main lightswitch, or
dimmed etc. - basically so that freestanding lamps can be integrated
into the overall lighting control for the room, - you walk in the door,
hit the switch on the wall, and various freestanding lamps come on as
well as (or indeed instead of) an overhead ceiling light...
