Mark,

You can do what you want easily enough. Simply create a batch file to copy
the hosts file from a share on your server to
C:\Windows\System32\drivers\etc\hosts. You can either set the batch file to
be the logon script associated with each user account or, alternatively,
simply put a shortcut to the batch file in the Startup group of the All
Users profile.

What OS is your server running? If it's a Windows server OS, you can
install
the DNS Server service and use that instead (it's more flexible but a more
advanced topic).
