Best VGA TV out?

I've got a media player that's running geexbox and it works *very*
well. But the TV out quality of the VGA cards I have lying around is
pretty bad. No overscan so big black borders.
Does anyone know of a VGA card that has good quality TV out? Composite
is OK but RGB SCART would be splendid!
