On the other hand, if it's an ASP.NET solution, it's pretty
straightforward
to implement a plug-in custom authentication provider (which are a
speciality of mine...).

So, you could always outsource its development.

If its Microsoft area you'll have to hand crank with code.
I work for a large finance institution and there are various authentication
systems. You can get a login/password out the box, but beyond that its
writing code
