I'd guess live encoding is more likely - I dont know about FLV but
encoding
is done live for other highly compressed codecs such as mpeg4 even with HD
quality streams.  You just have to pay more for the more specialist kit.
The image quality on TVCatchup is NOT HD quality (but absolutely fine for a
web screen) so the encoding can be less intensive.  IMHO offline encoding
would make the process (encoding, making available etc) much more
complicated.  They're only covering the 12 freeview channels, so the number
of expensive encoders would be limited.
