I use a Raspberry Pi with Incredible PBX (which is built on top of

Connection to the PSTN is with a Cisco SPA3102 VOIP gateway. Link:

I built my system more for handling unsolicited calls is a really
convenient manner, but it works perfectly well as a regular IP PBX,
including routing to a Soft Phone on my iPhone.
