Another xAPTV

This build should really reduce the number of xAP messages!

Every X minutes (default 15) it sends out now.playing,next.playing for
each channel, this time is configurable from the xapxmltv.txt file
refresh=
Every minute it will check the current program. If it has changed since
the last xAP, it will send out a now.playing,next.playing for that
channel only.
I have started adding the xAP receive code to allow remote requests but
this isn't fully done yet.
And it also does a startup check to see if there are any spaces in the
path.

!! Reminder the program must be run from a directory without a space
anywhere in the path, c:\xaptv is a good place !!
