If these are windows services, why not make them dependant on each
other?

Then, you can make the xapTel service dependant on the hub service, and
any attempt to start the tel service will cause the hub service to start
first...

Quite a few of us taking a few different paths to solve this then it
seems. Kevin, is it possible to stop xAPTel from grabbing the xAP port?

Starting any of my own xFx-based xAPps will, by default, grab the Hub
port too, but that's easily configurable in the config file.
