I'm trying to install Ping3 on some windows 2000 servers, however, I get

Error 1931. The Windows Installer service cannot update the system file

Google'ing finds nothing useful...

I have tried it on 3 different Win2k server (2 dc's and 1 member) same

lem. I have this working on a Win2003 server..
