Re: is there a schema that has phone hook status?
Actually there is already a message in the schema for outgoing call
initiated and outgoing call complete which is much the same (in an
incoming situation it's answered and ended).
Just tried it on my xAP CID standalone device

There isn't a BSC device that reports ONOFF hook status and I
suppose the existing schema would require you track hook state as
neither of those schema support a query. However IIRC my Windows xAPTel
application does report line status as BSC devices , so that xAP
Switchboard knows which lines are free, so if you are using that it
could work for you.
My standalone embedded xAP controller for the Meteor doesn't provide
BSC line events.

PS If you are using xAPTel with a Meteor and you don't see BSC line
devices then let me know - either I imagined I implemented it or the
published version is not the latest and I'll update you.
