Error with Xapax.ocx

Hi all,
I am trying to get back to developing my software that uses xapax.ocx
This is a new machine running Windows 7. It all worked find on my old XP
machine.
I am programming in VB with Studio 2008 and I have regsvr32 the ocx (as
administrator) and it registered. I have then added the ocx to the toolbox
and I was able to drop it on a new form. The original project loads without
errors but when I run it, I get this.

details. The error is: Retrieving the COM class factory for component with
CLSID {04BA2376-3EB5-4E52-AA45-7CC8BB8B74AE} failed due to the following
error: 80040154.

Any clues to where I should look?
