xAPIntranet OCX Question

I am using xAPIntranet OCX to provide the xAP interface to a couple of
my programs and noticed something this weekend. When my programs would
shutdown, I noticed that the Hub still showed that they were active.
However when running the demo program and the fishtank programs, they
both were removed from the hub upon receipt of the hbeat.stopped
message from each program. I noticed that in my programs I was not
enabling the web services, and operating in that mode the hbeat.stopped
message was not sent when my apps terminated. Activiating the web
services in my apps caused the message to be sent upon termination.
Is this by design or just on oversight? Can the OCX be changed to send
the hbeat.stopped message upon termination without having the web
servies active?
