Having trouble installing xPLTTS

Hello All,
What combination of the following do I need to get TTS to work on my Rio:
xPL_RioTTS.zip
xPLTTSSetup.zip
xPL_TTS.zip
(I already have MS SAPI 5.1 and xPLRio.net installed)
Having installed xPLTTSSetup.zip I am currently getting the following
message in the Application Event Log:
Service cannot be started. System.Runtime.InteropServices.COMException
(0x80040154): COM object with CLSID {96749377-3391-11D2-9EE3-00C04F797396}
is either not valid or not registered.
at xPLTTS.Service1.OnStart(String[] args)
at System.ServiceProcess.ServiceBase.ServiceQueuedMainCallback(Object
