OGG or not to OGG

Hi all,
Have decided to allow the activation of native 'ogg' support via the
transcode.xml file
If there is no transcode entry for ogg that covers transcoding for the
rio/ddar then it will play natively (with TTS discarded for now).
There are a couple of minor issues to resolve with the current build, so
release will be delayed till later in the week.
