new xPLio module, updated XPE and updated xPL4Java

Some small changes and updates along with a new module for tonight.

First on changes:
A pair of bugs that affected XPE and the Plugins subsystem in xPL4Java has
been fixed.  The problem was most easily seen when using XPE to create a
new
option in a "dropdownbox" command element.  After you typed the
options in
and saved it, the "values" and "labels" were swapped. 
This was only for new
options -- editing existing options was safe.  That has been fixed.

Also, when changing an element from one control_type to another,
inappropriate elements of the old control type were left in the XML file
(for example, if you had a numeric and changed to dropdownbox, the minval=
and maxval= attributes were left hanging around).  It now correctly cleans
out inappropriate attributes when changing the control_type.

On with new(ish):
As promised, I've release a java based serial/parallel port module called
xPLio.  This module just gets dumped into the jars directory of an xPL4Java
install and within 30 seconds, you have a new xPL service to be configured.
In concept, this is similar to what JohnB put out a few weeks back, but
changed a bit to allow for multi-platform use.

There are updated plugins available for this -- just refresh your xPLHAL or
DCM plugins (tell them to redownload them) to pick them up.
