As a rule of thumb - work out how long you think it would take and DOUBLE
IT!

I've been rewiring my house with an electrician for the last three weeks
and
we're only a third of the way through. Then there's the 2nd fix to do on
top. Then there's the setting up of HV, Comfort, CCTV system, IR system,
A/V system etc....

The electrician that's done your quote may have used trade prices. Cable
is
a very heavily discounted wholesale item. For example I get about 90%
discount off list trade price on stuff like T&E.

You need a breakdown of the work - materials + labour - and an estimate of
how long it will take.

Also, why have you got 162 runs of Cat5 ??? Seems a lot!

Hope you get it sorted out :o)

Regards

Simon
