I assume you have a PC card which provides the PC output in AV form in which case you need a modulator such as the one at http://www.keene.co.uk/system/keene.htm under the bargains link.
 
This works well as long as you aren't expecting DVD type quality. IMHO it is ok for PC Outputs, CCTV cams and the crappy NTL Analogue cable I get at the moment ;)
