You can use an RF modulator to do this, or if you have an old Analogue satelite system that you no longer use you can fed the PC output into the VCR or Decoder SCART and it will be fed out of the RF output.
 
Be aware that 640x480 is about the only resolution you will be able to use over RF, 800x600 if distributed as S-Video. You may need to increase the font size in WIndows to make it more legible.
