I have successfully aruged in the past with mail order/web companies that
if
something arrives DoA, that they should cover the cost of the return as
I
have already paid x for a working item, so should not be expected to pay
an
additional y to get something that _really_ works.

Of course, I have been unsuccessful too sometimes, but you gotta try :)
