Bazza,
Off a standard LM10, lamp module, the light will start at 100% then dim
to the set level, not brighten from off.
To do what you are asking here you will need to do some programming to
get the module to operate at night the way you want. I tried using the
software that came with a CM12 at one point but, personally, I thought
it was a bit pants as I use HomeVision as my controller. A lot of the
guys use HomeSeer and they all rate it so you could have a go at the
trial version of that and see how you go, you can find it here:

What you want to do is tell the software that if it's night and the PIR
is activated then to switch on the lamp and set to whatever level,
fairly simple.
