I have an idea about this. I think X10 appliance modules sense the voltage at the load side of the switch. If the voltage does not go off when the switch is turned off (or on when it is turned on) they rattle the switch a few times, presumably to try and free up a stuck pair of contacts.
 
Also, they have "local control" which also monitors the output and is designed to switch the load on if you turn on and off the switch a few times. This can cause the module to switch itself when connected to unusual loads.
 
There are mods to disable the above but I have no experience of them.
 
I think there is a module available which just gives a low voltage output rather than an appliance output? Sorry, can't remember the name but I would be inclined to use this switching a relay in parallel with the timer and leave appliance modules for switching simple appliances.
