For a input this means that the device is sinking current (very small)
through the resister. If you had not got the input connected to
anything
ie via a switch then the board input sees 0v though the 4.7k (if that
was not there the voltage would float). When you close your switch with
say 5v on the other side the board input would see 5v bacause the 4.7k
would not be able to pull it down bing a high resistance
