What you need is one of the TV-cards with on-board encoders. Hauppage are
popular, although Avermedia do good range of them too. You can get various
levels of functionality, from basic TV to DVB, radio, recording and remote
controls.

I've used the Avermedia AverTV Studio in a number of systems. Its a PCI
card, with composite video and S-Video inputs.Around 60quid.
