What you need is one of the TV-cards with on-board encoders. Hauppage are
popular, although Avermedia do good range of them too. You can get variou=
s
levels of functionality, from basic TV to DVB, radio, recording and remot=
e
controls.

I've used the Avermedia AverTV Studio in a number of systems. Its a PCI
card, with composite video and S-Video inputs.Around 60quid.
