This is not something usual for currently available DECT phones.
Each of the handset has his own phonebook

Usually the maximum now is around 200 items (in each handset)

It is possible with some high-end models

One model which can satisfy allmost all your requests is Philips Zenia
Voice.
This model is one of the best ones available on the market.

They are some packages, but usually a maximum of two handsets are delivered
in the standard package (Zenia has only one). Do not forget that DECT
standard permits to use several handsets from several manufacturers if they
are all GAP compliant.
