quick point...
You say you have now put the machines into a workgroup, This means that
each
user will now have a new 'Documents and settings' sub folder corresponding
to the name of the user account you are logging in with. Log in as an
administrator and go look in the 'Doc and Settings' folder - you will need
to open up the permissions on them to search for the *.pst files.
Hope this points in the right direction...

Following my catastrophic server failure yesterday - looks like hard disk
is
totally knacked.
To get some sort of access between PC's i changed everyone to Workgroup
access and have lost their accounts. I know Outlook keeps them somewhere
but
i cant find them. (we werent running Exchange server so all emails are
local)
Machines are running Win200Pro.
